This is reference to the California football players who were dismissed from their team for discipline and moved to Arizona to continue playing
(Phoenix,AZ) In a special meeting on Friday, the AIA’s Executive Board introduced new language relating to student eligibility in article 15.5: Domicile. This language places limits on eligibility of students transferring from out of state and is effective as of Sept. 19, 2025.
15.5.2.7
If a first time from out of state transfer occurs during the season in which the student has practiced or participated for a team during the current season, the student is ineligible for one year from the date of first attendance at the receiving school in that sport. Excludes any military transfer students. (Emergency Legislation – 9/19/2025)
NOTE: The hardship appeal process may be utilized if deemed necessary by the member school.
Additional language has been added to Article 15.10: Transfer Rule.
15.10.12
Disciplinary Removal – A student suspended, expelled or otherwise removed for disciplinary reasons, athletically and/or academically as imposed by the school or state association, including revocation or non-renewal of open enrollment, from one high school shall be ineligible for interscholastic competition in any other high school for one year or until all conditions for re-admittance have been fulfilled at the high school where the suspension, expulsion, open enrollment revocation or removal for disciplinary reasons occurred, whichever occurs first.
These bylaw changes will be brought to the Legislative Council at its annual meeting in March of 2026 to be codified.
“The Board felt it was important to protect the processes already established for Arizona student-athletes as they prepare for athletic seasons, and ultimately competition,” said AIA Executive Director Dr. Jim Dean. “Bylaws relating to out-of-state moves are in place to help those who come to Arizona to begin a new academic venture. The newly adopted language ensures that those who transfer in for athletic reasons will not be able to supersede opportunities for Arizona residents.”
